“Andy has sat in every seat that matters in this business. He has built the software, sold it, supported it, and answered the people who use it every day,” said Tony Villa, CEO of OneShield.

Scurto is one of the more recognizable builders in P&C insurance technology. He founded ISCS and grew it over two decades into a widely adopted policy, billing, and claims platform before selling the company. Across that run, he worked shoulder to shoulder with carriers, MGAs, and program writers on the problems that actually slow them down, and he brings that operator’s perspective to OneShield.

As Head of the PAC, Scurto will sit at the intersection of OneShield’s product organization and the market it serves. He will work directly with the product and engineering teams on feature sets and strategy and will help bring customers and senior industry leaders into that conversation earlier by reviewing concepts and prototypes while they are still taking shape, rather than after they ship. He will also expand the committee’s membership and represent OneShield across the industry. Members engage with OneShield’s product teams throughout the year and convene in person at the company’s annual Innovation Roundtable.

“Andy has sat in every seat that matters in this business. He has built the software, sold it, supported it, and answered the people who use it every day,” said Tony Villa, CEO of OneShield. “He knows how to listen to a customer and hear the real requirement underneath the request. That instinct, applied across a committee of people who know this industry, makes our product better and makes our customers more a part of building it. We are glad to have him leading it.”

“I spent over twenty years building on the last generation of this technology, so I know exactly where the constraints were,” said Scurto. “What OneShield is putting together now is a different animal. When configuration and delivery stop being the bottleneck, the whole conversation with an insurer changes, and the ideas that used to die on effort estimates suddenly get built. That is what I want to be around, and it is why the input from this committee matters right now rather than a year from now.”
